The Government recently published an analysis of the outcome of the consultation into the higher risk building safety scheme and the collection of golden thread building information. The consultation itself took place over 12 weeks from 20th July to 12th October 2022.
The consultation outcome is split into 7 key sections, each covering the types of responses received. These sections are:
- Building assessment certificate
- Principles for managing building safety risks and the safety case report
- Mandatory occurrence reporting
- The residents engagement strategy, complaints, contravention notices and providing residents with building safety information
- How the golden thread is stored and managed: golden thread principles
- Enforcement
- Reviews and appeals
Generally the responses to the consultation proposals were positive. The Government states they have carefully considered all responses and taken them into account when further developing the regulations. Any policies that have been amended have been included inside the consultation outcome.
The regulations are subject to negative parliamentary procedure, having been laid before parliament on the 17th of August 2023, and if approved by parliament will come into force alongside section 83 of the Building Safety Act in October 2023.
