When working at height, it is sometimes necessary to isolate the controls to reduce the risk of accidental operation causing entrapment. Traditionally the emergency stop control has been used to achieve isolation when required.
Following an incident investigation by the HSE, it was found that the design of newer MEWP platforms means that when completing certain tasks, there is an additional risk of entrapment and accidental operation of controls when isolating the MEWP using the emergency stop control.
The HSE and the International Powered Access Federation (IPAF) have issued new guidance about the safe methods for isolation when using mobile elevating work platforms (MEWPs). The guidance outlines practical measures to prevent accidental movement and ensure that only those authorised are able to control MEWPs.
The primary recommendation that is given is that where an on and off control at the console is available, it should be used to switch the engine off rather than the emergency stop. Where this is not possible, the manufacturer’s instructions should be followed.
